The three ways clinic marketing fails in the Emirates
The agency doesn’t know which regulator applies
Most agencies pitching UAE clinics treat “DHA approval” as the whole story. It isn’t: the advertisement licence is federal, the content standard depends on your emirate, and a clinic in Ajman answers to a different authority than one in Dubai Marina. Copy written for the wrong regime is your exposure, not theirs.
The website was built for the wrong country
Clinic sites in the UAE routinely ship with HIPAA badges and US-style privacy pages. The framework that actually applies here is the UAE’s own data protection law and your health authority’s rules — and patients searching in Arabic land on a site with no Arabic at all.
High ad spend, no call tracking
UAE healthcare clicks are among the most expensive anywhere. Spending them without tracked numbers, per-treatment landing pages and cost-per-booked-consultation reporting means nobody can say what the money produced. “Impressions” are not a result.
And the quiet one: enquiries die after hours
A patient messages at 9pm after comparing three clinics. Whoever answers first usually wins the booking. If nothing answers until morning, the marketing paid for someone else’s patient.

Which authority governs your clinic’s advertising
The UAE does not have one health regulator — it has a federal ministry plus emirate-level authorities, and which one licenses your clinic decides whose content rules your ads must meet. This is the map most agencies never draw.
Dubai — DHA
Clinics in mainland Dubai are licensed by the Dubai Health Authority. DHA’s Standards for Medical Advertisement Content on Social Media (DHA/HRS/HPSD/ST-21, version 1.1) set the content rules: Medical Director approval for anyone promoting a service that names your facility — influencers and administrative staff included — separate professional and personal accounts, and archiving of posts for Health Regulation Sector audit. The facility is liable for content filmed on its premises, professionally or on personal phones, whether it appears on the clinic account or a personal one. Practitioners may only use the titles on their DHA licence, though “Dr.” is expressly available to dentists.
Abu Dhabi — DoH
The Department of Health — Abu Dhabi requires advertisement materials to be logged on DoH systems via TAMM by representatives who have completed DoH’s training programme, per Circular No. 26/2023. Whether a federal MOHAP licence is also required alongside DoH logging is not settled in any published text we have found — confirm with DoH before a campaign runs, and be wary of anyone who answers without checking.
Sharjah — SHA
Sharjah has its own emirate-level regulator, the Sharjah Health Authority, which licenses healthcare professionals and facilities in the emirate and operates alongside the federal framework. Clinics in Sharjah should confirm with SHA and MOHAP which body approves their advertising — the two coordinate, and the answer can depend on how your facility is licensed.
Ajman & the Northern Emirates — MOHAP
Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah have no emirate-level health authority of their own — private clinics there are licensed and regulated by the federal Ministry of Health and Prevention directly. If your clinic is in Ajman, MOHAP is both your facility licensor and your advertising regulator, which makes the paperwork simpler than Dubai, not harder.
The advertisement licence itself is federal. MOHAP operates the UAE’s health-advertisement licensing service for advertisements across media channels and electronic platforms, and the programme is open to healthcare institutions licensed by any of the UAE’s health authorities — one advertising account per licensed institution. A MOHAP advertising licence does not replace approvals required by other bodies, and advertisements in languages other than Arabic or English must be legally translated into Arabic or English. Clinics inside Dubai Healthcare City are a separate regime again: DHCR approval via MASAAR, at least 14 working days before the advertising date.
