Dubai Property Advertising Permits: Trakheesi & Madmoun Explained (2026)
In Dubai, every property advertisement — on portals, Instagram, Facebook, YouTube, or WhatsApp — must carry a valid Trakheesi advertising permit number issued through the Dubai Land Department (DLD) and supervised by RERA. Since 2024 a Madmoun QR code also verifies the listing. Advertising without a valid permit is a RERA violation with fines reported to start at AED 50,000. What is a Trakheesi permit?
A Trakheesi permit is the mandatory advertising authorisation for real estate in Dubai. It is issued by the Dubai Land Department through the Trakheesi system and supervised by the Real Estate Regulatory Agency (RERA). Any licensed real estate company, developer, or broker that intends to publish a property advertisement in Dubai must obtain a valid permit before the ad goes live. Each permit produces a unique permit number that must appear in the advertisement.
When do you need one? (Almost always.)
The requirement is broad. According to the DLD, all property advertisements in Dubai must carry a valid Trakheesi permit number, and there is no exemption for social media or informal formats. That includes:
- Portal listings — Property Finder, Bayut, Dubizzle
- Instagram, Facebook, and YouTube posts and ads
- WhatsApp broadcasts and status updates that advertise a specific property
- Print and audiovisual advertisements
The distinction that matters for an individual agent is listing ads vs. personal-brand content. Advertising a specific unit or project needs a permit. Content that promotes you — your expertise, a community guide, market commentary, a "work with me" campaign — does not advertise a listing and so falls outside the permit requirement. That is exactly why personal-brand and lead-generation marketing is the safest primary channel for solo agents.
What's needed to issue a permit
Permits are generated inside Trakheesi through a brokerage's DLD business account, and a valid brokerage licence is a prerequisite. The supporting document depends on the property type:
- Resale (secondary market): typically a signed marketing agreement between the seller and the brokerage (commonly called Form A / Contract A).
- Off-plan: generally a no-objection certificate (NOC) from the developer.
A per-permit government fee applies, and applications are usually processed quickly. Fees change over time, so check the current amount on the DLD's Real Estate Ad Permit service page. As an individual agent, you'll normally obtain permits through the brokerage you're registered with — so it's worth confirming your brokerage's Trakheesi process before you plan any listing campaign.
The Madmoun QR code, explained
Madmoun is a DLD verification service accessed through the Trakheesi system. It generates a QR code for a real estate advertisement; when a buyer scans it, the code links to verified property data held by the DLD, letting them instantly confirm that both the listing and its Trakheesi permit are genuine. The DLD requires the QR code to appear on real estate advertisements, which is why compliant Dubai listings now display it. The penalties for getting it wrong
Advertising without a valid permit, or with incorrect permit details, is a RERA violation. Enforcement is progressive and can include:
- Fines reported to start at around AED 50,000 per offence, rising for repeat violations.
- Listing removal — Property Finder, Bayut, and Dubizzle cooperate with the DLD and remove non-compliant listings; some block submissions without a valid permit number.
- Brokerage licence suspension for repeat offenders.
- Agent registration suspension — an individual agent's RERA registration can be suspended, which stops them working in Dubai real estate altogether.
